  • General Summary of the Program:
    California has the only advanced recovery fee e-waste program in the US. Consumers pay retailers a set fee at the point for purchase for any new covered electronic device. Fee money goes to the state to be used to reimburse recyclers and collectors of covered electronic devices. Consumers are able to recycle any CED for free in California.
  • Items that Require a Manufacturer to Register:
    Covered electronic device (CED) - a video display device containing a screen greater than 4 inches measured diagonally, that is identified in the regulations adopted by the DTSC. A video display device includes the following: CRT containing devices, CRTs, CRT computer monitors, LCD laptop computers, LCD desktop monitors, CRT televisions, LCD televisions, plasma screen televisions, and portable DVD players with LCD screens. Note: Manufacturers of these items are required to submit an annual report. However, there is no registration for manufacturers. CED items are those items that consumers must pay an advanced recovery fee for at the point of purchase.

    Consumer - a person who purchases a new or refurbished covered electronic device in a transaction that is a retail sale or in a transaction to which a use tax applies. Note: Consumers must pay a fee for the purchase of new CEDs, but are able to recycling those CEDs for free in California. There is no manufacturer operated program.
