- General Summary of the Program:
Under the Illinois Electronic Products Recycling & Reuse Act, manufacturers of covered electronic devices are required to implement a recycling and reuse plan to recover eligible electronic devices from Illinois residences. Manufacturer will have a market share goal (TV manufacturers) or return share goal (IT manufacturers) based on a state-wide recycling and reuse goal. (An IT manufacturer is a manufacturer of computers, computer monitors, and printers.)
Manufacturers receive incentives for collection from under-served counties, CEDs collected for reuse versus recycling, and CEDs collected for donation to a primary or secondary public education institution or a 501(c)(3) not-for-profit whose mission is to assist low-income children or the develomentally disabled. Manufacturers are only able to work with registered collection sites and recycling facilites in their efforts.

Covered electronic device (CED) - computer (desktop, laptop), computer monitor, television (screen size greater than 4 inches measured diagonally), and printer.
- Items Eligible to Be Collected Under Program:
Manufacturers are able to count the collection and recycling of covered electronic devices and eligible electronic devices under their program. An eligible electronic device is any of the following products taken out of service from a residence in Illinois regardless of purchase location: mobile telephone, computer cable, mouse, or keyboard, stand-alone fax machine; MP3 player, portable digital assistant (PDA), video game console, video cassette recorder/player, DVD player, or similar video device, zip drive, or scanner. A covered electronic device is a computer (desktop, laptop), computer monitor, television (screen size greater than 4 inches measured diagonally), and printer.
