- General Summary of the Program:
The Indiana E-Waste Program requires manufacturers of video display devices (VDDs) to register with the Indiana Department of Environmental Management (IDEM) and to collect and recycle or arrange for the collection and recycling of 60% by weight of the VDDs they sell to Indiana households. Manufacturers are able to count the collection of covered electronic devices (CEDs) of any brand from any Indiana covered entity toward meeting their 60% recycling obligation. Manufacturers receive incentives for collecting in non-metropolitan counties as well as utilizing an Indiana recycler. Manufacturers receive incentives for collecting in non-metropolitan counties as well as utilizing an Indiana recycler. Collection does not have to be offered for free to covered entities, but one goal of the program is to reduce or eliminate fees charged to covered entities and reduce the financial burden of e-waste collection and recycling on local collection programs.
- Items that Require a Manufacturer to Register:
Video display devices (VDDs) - A television or computer monitor (including a laptop computer) that contains a CRT or flat panel screen with a screen size that is greater than 4 inches measured diagonally and is marketed for use by covered entities.
- Items Eligible to Be Collected Under Program:
Covered Electronic Devices (CEDs) - A computer, peripheral (printer, keyboard, or any device that is sold exclusively for use with a computer and provides input or output into or from a computer), fax machine, DVD player, VCR, or video display device (VDD) that is sold to a covered entity. IDEM has determined that the following items are included under the definition of CED: printer/copier/scanner all-in-one or a projector that is designed to be used exclusively with a computer; gaming systems that are able to play DVDs; digital photo frames; digital media players; iPods/MP3 players; camcorders/cameras; DVR/TiVo devices including cable boxes and satellite boxes but not satellite dishes; and portable GPS navigation systems.

Covered Entity - household, public school, and small business. A small business is a business that is independently owned and operated; the principal office is located in Indiana; and it employs 100 or fewer employees and has average annual gross receipts of ten million dollars or less, or, if it as a manufacturing business, it employes 100 or fewer employees.
