- General Summary of the Program:
Under the Maine E-Waste Program, manufacturers are responsible for the costs of handling and recycling of all Maine household-generated covered electronic devices (CEDs) managed by state approved consolidators. Manufacturers participate in a state operated plan where approved consolidators invoice manufacturers for their return share (computer monitors, laptops, digital picture frames and desktop printers) or their market share (televisions and video game consoles) of the CEDs collected and recycling through the Maine program. Manufacturers of computer monitors, laptops, digital picture frames, and desktop printers have the option of selecting their own recycler. Under this "Option 1" plan, a manufacturer is responsible for the costs of transportation from a consolidator to their selected recycler as well as the costs of recycling. The manufacturer must still pay the state approved consolidator for the costs of consolidation.
Consolidators must submit an application to become an approved consolidator by Oct. 1 of each year. While municipalities and recyclers play an important role in the program, there are no application or registration requirements.
