- General Summary of the Program:
The Minnesota Electronics Recycling Act requires manufacturers of video display devices (VDDs) to register with the Minnesota Pollution Control Agency (MPCA) and to collect and recycle, or arrange for the collection and recycling, of 80% by weight of the VDDs they sell to Minnesota households. Manufacturers are able to count the collection and recycling of any covered electronic device (CED) collected from Minnesota's households toward their 80% recycling target.
Manufacturers receive incentives for collection in non-metropolitan counties. Manufacturers are only able to work with collectors and recyclers that are also registered with the MPCA in their collection and recycling efforts.

Video Display Device (VDD) - Televisions (including TV-DVD/VCR combos and monitors for home security/CCTV systems) and computer monitors (including all-in-one computers, laptop computers, eBook readers, digital picture frames, and portable DVD players) with screen sizes greater than 9 inches measured diagonally and are marketed to households in Minnesota.

Covered Electronic Device (CED) - computers, peripherals (keyboards, printers, or any devices sold exclusively for external use with a computer that provides input or output into or from a computer), fax machines, DVD players, VCRs, and video display devices (TVs, computer monitors, laptops, eBook readers, digital picture frames, and portable DVD players with screen sizes greater than 9 inches measured diagonally) sold to households.
