  • General Summary of the Program:
    Under the New Jersey Electronic Waste Recycling Act, manufacturers of covered electronic devices (CEDs) are required to register with the New Jersey Department of Environmental Protection (DEP) and implement a plan to provide for the collection, transportation, and recycling of a certain amount of CEDs. Manufacturers have different requirements based on whether they are a manufacturer of TVs or a manufacturer of other non-TV CED items. Manufacturers of TVs are responsible for a market share obligation of the statewide recycling goal and manufacturers of other non-TV CED items are responsible for a return share obligation of the statewide recycling goal. Regardless of the manufacturer type, manufacturers are able to count any brand of any type of CED toward their recycling obligation. Manufacturers are also eligible to coordinate with collectors, transporters, and recyclers to meet their recycling obligation under their state approved plan. However, there are no registration requirements for collectors, transporters, or recyclers.

    Covered Electronic Devices - a desktop or personal computer, computer monitor, portable computer, or television (with a viewable area greater than 4 inches measured diagonally) sold to a consumer. A manufacturer (regardless of type) is eligible to count any brand of any type of CED toward their recycling obligation.

    Consumers - a household/individual and a small business enterprise. A small business enterprise means a business which has its principal place of business in New Jersey, it independently owned and operated, and employs the equivalent of fewer than 50 full-time employees.
