- General Summary of the Program:
Under the North Carolina Discarded Computer Equipment and Television Management Law, manufacturers of covered devices must register with the state and implement recovery plans. Manufacturers of computer equipment must implement a recovery plan choosing from one of the 3 levels of recycling plans specified by the state to take back, at a minimum, their own brand of computer equipment. Manufacturers of televisions are responsible for implementing their own collection and recycling plan to ensure the recycling of their market share of televisions sold to North Carolina consumers. Manufacturers are able to work with any collectors and recyclers as part of their efforts although collectors and recyclers have no registration requirements under the program.
- Items that Require a Manufacturer to Register:
Covered devices - computer equipment and television used by consumers primarily for personal or home business use. Computer equipment includes computer (desktop, laptop), computer monitor, peripheral (keyboard, mice), and printer device (printer, scanner, print/scan/fax machine).
- Items Eligible to Be Collected Under Program:
Computer equipment manufacturers can recycle any computer equipment under their plan. Computer equipment includes computer (desktop, laptop), computer monitor, peripheral (keyboard, mice), and printer device (printer, scanner, print/scan/fax machine). Television manufacturers can recycle any television under their plan.
- Entities Eligible to Collect From Under Program:
Consumers - any of the following:
- An occupant of a single detached dwelling unit or a single unit contained within a multiple dwelling unit who used a covered device primarily for personal or home business use; and
- A nonprofit organization with fewer than 10 employees that used a covered device in its operations.
