- General Summary of the Program:
Under the Oregon E-Cycles Program, manufacturers of covered electronic devices (CEDs) must annually register with the Oregon Department of Environmental Quality (DEQ) and implement a recycling program. Manufacturer can either participate in the State Contractor Program, administered by the National Center for Electronics Recycling (NCER) in conjunction with the Oregon DEQ, or implement their own manufacturer run program. A manufacturers recycling obligation is based on a return share of a per capita statewide recycling goal. Manufacturers are responsible for their return share portion of an implementation fee for the State Contractor Program and responsible for covering the costs of their brand of CEDs collected from consumers in Oregon and sent for recycling. Collectors, transporters, and recyclers working with either an individual manufacturer program (or group plan) or the State Contractor Program must meet the Environmental Management Practices developed by the Oregon DEQ.

Manufacturers under the State Contractor Program are invoiced for the recycling of their branded covered electronic devices. Manufacturers that choose to implement their own program can accept any brand of covered electronic device [computer monitor (screen size greater than 4 inches measured diagonally), computer (desktop, laptop), and television (with screen size greater than 4 inches measured diagonally)].

Covered entity - any Oregon households, business that empoys 10 or fewer individuals, a 501(c)(3) not-for-profit, or any person giving seven or fewer covered electronic devices to a collector at any one time.
