The E-Cycle Wisconsin program requires manufacturers of covered electronic devices (CEDs) to register with the Wisconsin Department of Natural Resources (DNR) and to collect and recycle or arrange for the collection and recycling of 80% by weight of the VDDs they sold to Wisconsin households or covered schools. Manufacturers are able to count the collection of eligible electronic devices (EEDs) of any brand from any Wisconsin covered entity toward meeting their 80% recycling obligation.

Manufacturers receive incentives for collection in rural counties. Manufacturers can work jointly or individually, but can only coordinate with collectors and recyclers that are also registered with the program to meet their obligation.
